This policy safeguards individual privacy, ensures strict alignment with national directives issued by the National Data Management Office (NDMO) and National Cybersecurity Authority (NCA), and enhances institutional operational efficiency and digital collaboration.

1. Fostering a Sharing Culture
All university departments are mandated to share core baseline data to maximize cross-functional utility and achieve cohesive integration across internal and external stakeholders.
2. Once-Only Principle
Data is collected once and securely shared or reused, eliminating duplication, conflicting repositories, and siloed sources while safeguarding integrity and currency.
3. Lawfulness & Purpose Limitation
Sharing must be anchored in a statutory ground or justified operational necessity without prejudicing national interests, restricted strictly to approved scope.
4. Authorized & Verified Access
Access and consumption are granted solely to vetted, designated personnel based on data sensitivity and tiers set by the University Data Classification Policy.
5. Transparency
Furnishing all essential metadata regarding the request, classification levels, intended use, storage parameters, security safeguards, and destruction procedures.
6. Shared Responsibility (DSA)
All parties bear collective accountability for sharing decisions and downstream processing governed through formal Data Sharing Agreements (DSAs).
7. Data Security & Encryption
Implementing robust cybersecurity controls and encryption to transfer and process data in secure environments compliant with NCA mandates.
