​​Princess Nourah bint Abdulrahman University seeks to enhance transparency and enable all stakeholders to access data classified as “public” with clarity and ease, in a manner that supports the effective use of information in the fields of development and innovation. The Open Data Policy reflects the University’s commitment to providing reliable data that is openly accessible to all, contributing to the advancement of knowledge, supporting scientific research, promoting community engagement, and maximizing the value derived from available data.

Open Data Guiding Principles:

The University adopts the following principles as fundamental pillars for the implementation of the Open Data Policy, ensuring compliance with national standards and maximizing the benefits of data availability:

 1. Openness by Default
University data shall be made available to the public through disclosure, access, or use, unless its nature requires non-disclosure or the protection of privacy or confidentiality.
2. Reusability:
Open data shall be published in open, standardized formats that allow users to download, process, and analyze the data without the need for proprietary tools or prior licenses, while adhering to attribution and licensing requirements, such as: (XML, JSON, XLS, CSV).
3. Regular Updates:
Open data shall be published on a regular basis and in its most up-to-date version, with periodic updates that ensure accuracy and timeliness according to clear and announced schedules. Priority shall be given to providing data as quickly as possible, particularly data whose value diminishes over time.
4. Comprehensiveness:
Open datasets shall be comprehensive and include the maximum possible level of detail, and must correspond to the officially recorded data, without violating the Personal Data Protection Policy. All University entities are required to provide metadata that explains and clarifies the raw data, as well as any interpretations, formulas, or methodologies used to extract or calculate the data.
5. Equal Access:
Datasets shall be made available to all users without discrimination and without the need for registration. Any individual shall be able to access published open data at any time, without identity verification or justification for access.
6. Free of Charge:
Open data shall be made available to all users at no cost.
7. Licensed Use:
Data shall be made available under the approved Open Data License in the Kingdom of Saudi Arabia, which defines the rights and obligations associated with data use. The beneficiary’s use of the data shall constitute acknowledgment and acceptance of the licensing terms.
8. Transparency and Community Participation:
Open data contributes to enhancing the University’s transparency and enables all University entities to actively participate in improving services and making data-driven decisions.
9. Inclusive Development and Innovation:
Open data fosters an environment of innovation, supports scientific research, and enables developers and entrepreneurs to access reliable data sources that contribute to the creation of value-added solutions.​​
