The unit is responsible for implementing training and development policies aimed at enhancing the skills and capabilities of human resources to ensure their efficiency and effectiveness. Additionally, it prepares a training needs assessment plan for university personnel, including faculty and administrative staff. The unit also supervises the establishment of policies and procedures governing work at the university and develops plans for second-tier leadership, working to prepare them for administrative positions. It aims to diversify sources for identifying training needs based on employee performance indicators and job responsibilities.​​
